主任、各位副主任、秘书长、各位委员:我受自治区人民政府委托,现对《宁夏回族自治区地名条例(草案)》(以下简称《条例(草案)》)作如下说明:一、制定《条例》的必要性地名作为人们从事社会交往和经济活动广泛使用的媒介,不仅与人们的日常生活息息相关,而且是国家行政管理、经济建设、国内外交往不可或缺的基础信息资源。地名工作是一项政治性、政策性、科学性很强的工作,自治区党委政府十分重视地名工作,早在1978年就成立了地名机构。经过多年的不懈努力,地名工作取得显著成绩,特别是2000年12月《宁夏回族自治区地名管理办法》(以下简称
Director, Vice Presidents, Secretary General and Members: As entrusted by the Municipal People’s Government of the Autonomous Region, I hereby give the following explanation to the “Toponymic Regulations (Draft)” of Ningxia Hui Autonomous Region (hereinafter referred to as the “Regulations”): Necessity of Place Names as a medium widely used by people in social interaction and economic activities are not only closely related to people’s daily life but also the indispensable basic information resources for state administration, economic construction and domestic and foreign exchanges. The work of geographical names is a political, policy-oriented and highly scientific work. The party committee and government of the autonomous region attach great importance to the work of geographical names. As early as 1978, the place names agencies were established. After years of unremitting efforts, the work of geographical names has made remarkable achievements, especially the “Measures for the Administration of Place Names of Ningxia Hui Autonomous Region” in December 2000 (hereinafter referred to as "
