灾难档案是各级党委、政府和人民群众在灾害的预防、防灾、自救、重建等防治工作形成的档案资料,他是国家档案的重要组成部分,在防治灾害和科学研究工作中有极其重要的作用。加强灾难档案管理是档案管理工作发展的需要。本文通过对灾难档案的特性进行研究,明确灾难档案的内容,分析灾难档案工作的现状及复杂之处,再进一步从法律制定到灾难档案利用,系统的阐述科学的灾难档案管理的方法。
