将“香农-韦弗”信息传播模式理论与网上公共危机的形成相结合,分析网上公共危机形成过程,即危机信息的网络传播与扩散过程。在此基础上,提出网上公共危机综合防范架构体系,即政府是危机防范的主体,网民的防范意识是基础,信息技术的运用是核心,意见领袖的引导是关键,非政府组织是支撑,依法科学行政是前提。
