近年来我国警用武器装备的发展取得了显著成效。尤其是在9mm、18.4mm、38mm三种口径上先后开发了催泪弹、痛球弹,动能弹等数十个弹种,这些武器及弹药在实战中发挥了重要作用,其中使用最多的是催泪弹和动能弹。然而所有动能弹目前存在的一个最大问题是在较近距离上对生动目标有致命作用,这就大大限制了其作为非致命弹药使用的有效作用范围,并给使用带来了诸多不便。为此,需要研制一种在枪口之外任何距离上,只要不打在人的要害部位就不会对人致死,但又有足够的动能制服生动目标的弹药——18.4mm布袋弹就是在这种需求背景下应运而生的。
