2017年7月12日,中央军委主席习近平签署命令,发布《军队机关公文处理工作条例》,同时中央军委装备发展部发布国家军用标准《军队机关公文格式》,均自2017年10月1日起施行。为了帮助广大读者,尤其是在军队机关从事公文处理工作的读者,更好地理解、执行新修订的法规和标准,本刊约请空军指挥学院教授许福臣、中央党校部队分部教授王景堂撰写此文,以飨读者。两位教授均曾任军事写作学会领导,参加了新旧法规和标准的编修与宣传辅导工作,掌握大量第一手资料。相信本文会令所有关心上述法规和标准的读者受益良多。
On July 12, 2017, Xi Jinping, Chairman of the Central Military Commission, signed an order to issue the “Regulations on the Official Document Handling of Military Organizations,” and the Equipment Development Department of the Central Military Commission issued the “Military Document Format of the Armed Forces” of the PRC military since October 1, 2017 Execution.
