随着国有企业改革的不断深入,一些深层矛盾不断暴露,国有企业改革和发展也面临着许多新的问题。有相当一批国有企业经营机制不活,生产经营面临困难,经济效益下降,负债率过高,富余人员较多,社会负担沉重。国有企业上述问题和困难的形成.原因是多方面的,解决国有企业面临的困难和问题,根本出路在于深化改革。从国有企业当前改革的情况来看,我认为突出要解决的问题有三个:
