80年代末90年代初,欧洲局势剧变。东欧各国随苏联政策的重大转向纷纷向西靠拢,德国统一和两德货币联盟出人意料地超速进行;欧共体一体化前景不断明朗化。一系列的重大变动正孕育着一个新的欧洲格局。欧洲新格局可以借用德洛尔多环同心圆的设想,描绘其大致轮廓。同心圆的内环是由欧共体12国组成,第二环为欧洲自由贸易联盟,第三环是东欧及其外围欧洲国家,第四环则可能包括苏联的西部地区。同心圆格局中,欧共体是中坚,统一后的德国将成为其核心,一体化程度最高。其他各环与欧共体的关系逐环松散,由一系列“二、三级”合作条约相维系。
In the late 1980s and early 1990s, the situation in Europe changed dramatically. With the major changes in the Soviet Union’s policy, all the countries in Eastern Europe moved closer to the west, and the reunification of Germany and the two-currency union unexpectedly speeded up speeding up. The EU’s integration prospect was constantly clearer. A series of major changes are breeding a new European landscape. The new pattern in Europe can borrow the idea of a concentric ring of Delorhirot, depicting its general outline. The inner ring of concentric circles is made up of 12 EC members, the second ring is the European Free Trade Association, the third ring is Eastern Europe and its peripheral European countries, and the fourth ring may include the western region of the Soviet Union. In the concentric pattern, the EC is the backbone and the reunified Germany will become its core with the highest degree of integration. The relations between the other rings and the European Community are gradually looser, and are governed by a series of “two or three-tier” cooperation treaties.
