4个年头过去了。长江上游金沙江东南岸的滇东北地区,原来令人心惊的一片片荒山,终于长出了生命的新绿。自1989年以来,这一地区被列为长江中上游防护林体系建设(简称长防林)一期工程中的14个县市,已种植人工林286万亩,封山育林231万亩。这一壮举不仅改善了沿江两岸的生态环境,而且在人们心中也播下了美好的希望。“在职一任,绿化一方”滇东北地区这些县市在营造长防林的工作中之所以取得了这样好的成绩,首先是各级领导干部把“在职一任,绿化一方”作为自己的施政纲领,一任接一任积极带领群众展开了以营造长防林为主要内容,重新整治山河的战斗。国家兴建长防林工程这件事,使威信县委、县政府的领导受到很大震动。他们在向群众作宣传时,
4 years have passed. The northeast of Yunnan on the southeastern coast of Jinsha River in the upper reaches of the Yangtze River has finally brought out a new green of life. Since 1989, the region has been listed as one of 14 counties in the first phase of the construction of shelterbelts in the middle and upper reaches of the Yangtze River (long-term anti-forest). There are 2.86 million mu of plantations and 2.31 million mu of hillsides for afforestation.
