档案的基本属性是“原始性”。正是由于档案的这一特性,使档案成为历史的真凭实据,并具有了法律效力。为此归档文件是否是“原件”的鉴定,是档案管理中一项重要的基本工作。对纸制文件来说,内容的原始性附着在形式的原始性,而电子文件的内容和形式是相对独立的,不仅内容易于变化,而且失去了固定的形式,电子文件的特征极易导致其信息内容的失真。本文针对此问题进行探讨。
