地震是自然灾情，难以防患，故危害极大，而抗震防灾救灾规划，则为人们所制订，若考虑欠周全，将导致更为严重后果．城市总体规划虽不能替代抗震防灾专项规划，但应将抗震防灾的规划原则贯彻在整个城市总体规划的始终，在布局以及各专项规划中予以体现，做到有机地融合，并提供为抗震防灾规划的科学依据，力求将震灾的损失减少到最低程度．本文结合江苏省宿迁市总体规划实践作一探索．
Earthquakes are natural disasters that are difficult to prevent, so they are extremely harmful. However, disaster prevention and disaster relief plans are formulated by people. If they are considered to be less comprehensive, they will lead to even more serious consequences. Although the urban master plan cannot replace the special plan for earthquake prevention and disaster prevention, the planning principles for earthquake prevention and disaster prevention should be implemented in the overall planning of the entire city, reflected in the layout as well as in all special plans, and organically integrated and provided as earthquake-resistant. The scientific basis for disaster prevention planning seeks to minimize the loss of earthquake disasters. This article combines the master planning practice of Suqian City, Jiangsu Province.
