什么是循环经济?目前为止不少人对这个概念还是比较模糊。打个比方,循环经济就好比是人体的血液循环。传统经济是这个血液循环中的动脉,从心脏运送新鲜血液到机体各部的血管,而循环经济则起到了静脉的功能,把血液从身体各部运送回心脏,构建了资源环境和经济发展的良性循环。其实在我们身边已经有这样的实例:一家企业排出的污水与另一家企业排出的黑烟一经相逢,即产生了“负负得正”的奇妙效果,这便是发生在绍兴两家企业身上的治污经历。类似的废物再生利用的例子还有很多:废塑料可以转化为汽油和柴油,有机垃圾可以制成复合肥料,废电池更是可以回收镉、镍、锰、锌等一些价格昂贵的重金属。这些事例表明了在循环经济发展进程中,科技的作用是至关重要的。
What is the circular economy? So far, many people on the concept is still rather vague. For example, circular economy is like the body’s blood circulation. The traditional economy is the arteries in the blood circulation, which carry fresh blood from the heart to the blood vessels in various parts of the body. The circular economy functions as a vein, transporting blood from the various parts of the body back to the heart and building a virtuous circle of resources, environment and economic development . In fact, around us there is such an example: the sewage discharged by one enterprise meets the black smoke discharged by another enterprise, that is, it produces the wonderful effect of “taking negative and positive”, which is what happened to two enterprises in Shaoxing Pollution experience. There are many similar examples of waste recycling: waste plastics can be converted into gasoline and diesel, organic waste can be made into compound fertilizers, and waste batteries can recover some expensive heavy metals such as cadmium, nickel, manganese and zinc. These examples show that the role of science and technology is crucial in the development of circular economy.
