1997年底,42岁的张兴盛同志受命来到河南省兰考县检察院任党组书记、检察长当时由于县财经困难,院里经费异常紧张,办案质量低下,干警精神状态不佳。面对这种状况,张兴盛深感肩负的责任重大,他立下“不改变现状就是逃兵”的誓言,扑下身子苦干实干,从改变院容院貌、提高干警素质、靠办案打出声威重塑形象三个方面入手,以扎实的工作作风,带来了兰考检察院面貌的巨变,使检察院的执法监督力度锐不可挡:检察机关的良好声威日益壮大;人民群众的满意程度逐步提高!
