建国之初,新中国为实行独立自主外交而建立全新的外交队伍,从党和军队领导干部中选派了首批驻外使节。这些使节被选派是由于符合中央的政治要求并具备一定的外交潜能,其外交实践也证明他们能够胜任工作。但从外交专业化的趋势来看,新中国选派首批驻外使节的做法只能是临时性的,外交队伍建设的长远之计还是在于培养训练专门人才。笔者即试图利用现有资料,对此问题做一论述。
At the beginning of the founding of New China, New China established a new diplomatic corps for implementing independent diplomacy and selected the first ambassadors from the party and army leading cadres. These envoys were chosen because they meet the political requirements of the Central Government and possess some diplomatic potential and their diplomatic practice proves that they are competent in their work. However, from the perspective of the trend of diplomatic specialization, the new China’s practice of appointing the first batch of diplomatic envoys to the foreign countries can only be temporary. The long-term goal of diplomatic team building still lies in cultivating trained professionals. The author tries to make use of existing information to make a discussion on this issue.
