水利现代化是一个综合的发展的动态的概念,其内涵不仅包括水利部门生产力的发展,而且包括生产关系的调整和变革。这里,我们参照水利部《“十一五”全面建设小康社会对水利发展需求的分析与水利评价指标体系研究》课题组(以下简称课题组)正在探索的十项水利现代化定量评价指标体系,对全省水利建设情况进行简要的分析,为研究我省水利现代化工作提供参考。
The modernization of water conservancy is a dynamic concept of integrated development. Its connotation includes not only the development of productive forces in the water sector, but also the adjustment and transformation of the relations of production.
