党内民主从本质上讲，就是全体党员在党内当家作主的政治权利和政治制度。党员作为党的肌体的细胞和党的行为主体，其主体地位的实现程度是衡量党内民主发展程度的重要标尺。尊重党员主体地位，反映了党内民主的价值取向，是坚持民主集中制、完善党内民主制度的基本要求，是增强党的创造活力的重要条件。
