抽水蓄能电站与常规水电站建设条件、枢纽布置形式、安装的机组、运行模式、在电网中的作用各不相同,因而其工程投资的构成亦不相同。抽水蓄能机组并网试运行也区别于常规水电站机组,它要不断抽水试运行发电,由此需要产生抽水用电费用,而常规水电站则不会发生该费用。现行编制规定中按永久设备费1.1%~2.1%计算的“生产准备费”没有充分体现纯抽水蓄能电站机组并网调试期间发生的费用,不包含初期蓄水费用和机组并网调试期间抽水费用与发电效益间的差额,该差额需单独计算。
