科学高效的成人高等函授教育全面质量管理体系的建立对于遏制成人高等函授教育质量的下滑,实现对其质量的有效管理和控制具有十分重要的理论和实践意义。本文尝试提出了成人高等函授教育全面质量管理体系的具体内容:创设“校地结合”的全面质量管理体制;建立“院系一体”的全面质量管理组织系统;构建“双轨同步”的全面质量管理课程结构体系;实行“择优聘任、评聘结合”的师资队伍全面质量管理模式;实施“学授结合,教考分离”的教学全程管理程式;建立“研教互动”的自我完善机制。
