首先要考虑现行财政体制及其财力在各级政府间的分配情况,这是决定义务教育经费分担比例的重要因素。其次,在今后一个相当长的时间内,县、乡两级财政困难局面将难以从根本上缓解。在这种情况下,惟有继续加大中央、省两级财政对农村义务教育的投入力度,才能缓解农村义务教育经费不足的矛盾,才能确保农村义务教育的正常运转。根据这样的考虑,划分或界定中央、省、县三级政府对义务教育经费的保障责任,大体考虑按两类标准分别确定。
We must first consider the distribution of the current fiscal system and its financial resources at all levels of government. This is an important factor in determining the share of compulsory education funds. Second, in the coming long period of time, the financial difficulties at the county and township levels will be hard to be fundamentally alleviated. Only in this case can we ensure the normal operation of compulsory education in rural areas only by continuing to increase the financial commitment of the central and provincial governments to compulsory education in rural areas so as to ease the contradiction between the insufficient funding of rural compulsory education. According to such considerations, the responsibility for guaranteeing the funds for compulsory education at the three levels of governments at the central, provincial and county levels should be divided or defined, and the two types of standards should be generally considered separately.
