预算外资金对满足企事业单位发展的资金要求有重要作用,合理利用将有利于加快事业的发展。预算外资金的收入和使用既要因地制宜、因事制宜、切合具体情况,又要灵活地加以安排,能积极地促进事业的发展。同时,预算外资金还要有利于调动理财的积极性,提高经济效益。本文从预算外资金的管理模式入手,对如何规范预算外资金的管理提出了几点建议。
