21世纪迈着轻快的脚步在人们的彻夜狂欢中如约来临。新世纪里中国第一个传统的新春佳节亦将接踵而至。新旧更替之际,刚刚完成“九五”计划的中国人民,开始进入一个全面建设小康社会的新的历史时期。在过去的 51年,尤其是改革开放的 20余年里,我国人民的生活水平和生活质量已有了飞跃性的提高,与过去相比可谓有天壤之别,这正是中国人民面对新世纪时充满自信的根源所在。但在这辞旧迎新之际,我们也应看到,虽然随着“九五”目标的全面完成,我国已经基本解决了人民的温饱问题,但人民生活还远不能称为富足,与发达国家相比还有较大差距,这正是新世纪我们必须重视解决的根本性问题。正如中央领导同志再三强调指出的,目前城乡居民收入水平还不高,一部分群众的生活还比较困难,各级领导干部必须从政治的高度和稳定的大局出发,始终把解决好人民生活问题作为党和政府的根本任务。 继 2000年 11月份本刊编辑部组织记者深入贵州、山西、青海三省贫困地区贫困农民家庭进行调查采访后(相关报道刊于本刊 2000年第 51期), 12月 21日,本刊再次组织记者分两路赴湖北武汉市和黑龙江鹤岗市,追踪采访了两个城市特困家庭的生活状况,并对我国以往在解决城市贫困人口生活问题方面所取得的成绩进行了比较全面

Following the November 2000 issue of the editorial department of this magazine, we organized an in-depth interview with families of poor peasants in impoverished areas in Guizhou, Shanxi and Qinghai provinces (related reports are published in Issue 51, Issue 2000).
