二次大战后,国际产业结构经历了3次大调整。第一次是1956—1960年间,美国经济率先进行了调整,将部分技术相对陈旧的产业向外转移。西德抓住时机集中投资了计算机、电子产品等新兴工业部门;日本也紧紧抓住这一机遇,大力发展汽车、电子和钢铁等重化工业,在短短20多年间一跃成为当今世界第二经济大国。而我们当时正忙于关起国门搞“大跃进”。1968—1972年,国际产业结构又进行了战后的第二次大调整,“亚洲四小龙”抓住这一时机,大力发展轻纺、塑料、钟表、玩具产业,取得了举世瞩目的成功。这时我们又忙于进行“文化大革命”,两次机会都错过了。
After the Second World War, the international industrial structure experienced three major adjustments. The first was between 1956 and 1960 when the U.S. economy took the lead in making adjustments to transfer some of its relatively obsolete industries to the outside world. West Germany seized the opportunity to focus on emerging industries such as computers and electronic products.
