曲阳县新赤岸村是全县有名的特困村,26年前,为了修建王快水库,库区三个村的部分村民举家搬迁到了这个不足几千亩薄地的山坡上。恶劣的自然条件,严重的家族、宗派矛盾一直困扰着这个只有几百人口的小山村。全村25名党员走马灯似地当了一遍村支书,然而,村里面貌依旧,村民住的依旧是刚来时的土坯房,吃的仍是政府拨给的救济粮,打架、斗殴、盗窃、离婚时有发生。1999年11月,本来不景气的村子又连续发生了几起车祸。死亡3人,顿时谣言四起,人心惶惶,天不黑就关门闭户,恐惧笼罩着全村。
