随着城镇化进程的加快和房地产市场的日益发展,长期游离于法律与政策边缘的小产权房越来越受人们关注。小产权房现象的出现具有必然性,居高不下的房价、城乡土地二元所有制结构等都对其有重要影响。同时,小产权房的出现也带来了诸多社会问题,但由于其成因复杂、数量广泛及处置效应敏感,如何对其进行有效处置成为我国政府面临的现实难题。小产权房问题的解决是个复杂长期过程,必须从多个角度、多个层面入手,同时运用法律和行政手段,坚持标本兼治,合理处置。
With the accelerating process of urbanization and the growing development of the real estate market, more and more people are concerned about the property rights of small property which have been separated from the edge of law and policy for a long time. The emergence of small property housing phenomenon has the inevitability, high housing prices, dual ownership structure of urban and rural land, etc. have a significant impact. At the same time, the emergence of small property houses has also brought about many social problems. However, due to its complicated causes, extensive quantity and sensitive disposal effects, how to deal with it effectively has become a real challenge for our government. The solution to the problem of small property rooms is a complex and long-term process. We must start from many angles and at multiple levels, and at the same time use legal and administrative means to stick to the principle of treating both the symptoms and the root cause and reasonably dispose of them.
