落实安全责任是电力企业抓好安全生产的基础和主要手段。如何在落实安全责任过程中,以科学发展观和安全发展观为指导,全面贯彻好以人为本,成为摆在电力企业面前一个重大课题。本文在充分调研中国大唐集团公司湖南分公司系统各企业基于人性化的安全文化建设的现状基础上,对如何克服实际工作中存在的落实安全责任与以人为本两者之间不和谐现象的有效途径进行了探索和研究,以期对构建具有大唐特色的人本安全文化提供依据。
