业主应完善前期工作,优化工程设计,提高招标用施工图设计质量;把施工图会审落到实处,减少工程施工过程设计变更机会,尽量不增加工程费用。严格招标文件的编制与审查,杜绝似是而非、模棱两可的文字出现,保证招标文件的严密性和严肃性,从法律法规和技术角度进行工程造价把关。明确招标工程的现场踏勘的目的和任务,做好招标工程的图纸答疑工作,最大限度地减少工程施工过程中的变更。
