1991年初,部、省决定攀钢作为首批进行劳动、人事、分配三项制度改革和转换经营机制试点企业后,攀钢认真贯彻落实中央和部、省关于深化企业改革、搞活国营大中型企业的决定精神,把增强企业活力的工作重点转移到立足内部深化改革、转换机制上来,从实际出发积极稳妥地推进三项制度改革。具体实施中,我们采取了总体设计、分步实施、先行试点、逐步推开、平稳过渡、不断完善的方法步骤,决定首先在一线、二线、三线厂矿中

In the specific implementation, we took the steps of overall design, step-by-step implementation, pilot implementation, gradual promotion, smooth transition, and continuous improvement, and decided to be first in the first, second, and third-tier factories and mines.
