经济体制改革以前,黄河治理的基本任务是黄河下游除害兴利,主要内容是建设下游防洪工程体系,消除洪水灾害,修建引黄涵闸,为沿岸农业灌溉及城镇用水提供水源。投资渠道全部为国家预算内资金,计划安排自上而下全为指令性,上边给多少钱,下边干多少事;计划管理行为方式比较单一,但它符合传统的计划经济模式,在人民治黄几十年的历程中发挥了应有的作用。
Before the reform of the economic system, the basic task of the Yellow River harnessing was the removal of harmful morals and benefits from the lower Yellow River. The main contents were to construct a flood control engineering system in the lower reaches, eliminate flood disasters, construct the Yellow River Culvert, and provide water sources for agricultural irrigation and urban water supply along the coasts. The investment channels are all funds within the state budget. The planning arrangements are all mandatory from the top to the bottom. How much money is spent on the top and how many jobs are on the bottom? The mode of management of the project is relatively simple. However, it meets the traditional planned economy mode, Decades of play has played its due role.
