国家以粮贷赈政策的兑现,极大地调动了秦巴山区农民退耕还林的积极性,使这一工作渐臻佳境。但由于农民脱贫致富心切,偏重于栽植经济林,配之以药材等,从而产生不利于水土保持的后果。如何纠正这种偏差,寻求一种既有利于改善生态环境,又照顾到广大农民切身利益的办法?下面介绍陕西省平利县大贵镇叶金沟村的做法供参考。
The fulfillment of the policy of grain and food relief provided by the state has greatly mobilized the peasants’ enthusiasm for converting farmland into forests in the Qinling and Palestinian Areas, making this work a better place. However, peasants are extremely eager to get out of poverty and get rich.
