本文在分离外资的基础上运用DEA方法测算了我国本土制造业的产业绩效,并在适宜技术理论的框架下通过引入制度因素实证分析了我国技术选择的匹配性与产业绩效之间的关系。结果表明技术选择与全要素生产率、技术进步和技术效率之间存在单向的因果关系。同时,实证发现我国的技术选择并不是由技术进步与技术效率推动的,相应的制度扭曲使得这样的技术选择得以维持。在进一步的面板数据分析中,我们也发现技术选择对制度的依赖性,正是这二者之间的相互作用阻碍了我国产业绩效的改善。因此,我们在实施自主创新战略时,调整阻碍创新效率的制度更是当务之急。营造一个对投资主体更加开放、人力资本流动更加通畅、政策支持更加有效的环境将会大大提升我国产业的技术水平。
Based on the separation of foreign investment, this paper uses DEA method to measure the industrial performance of China’s local manufacturing industry and empirically analyzes the relationship between the matching of technology selection and industrial performance in China through the introduction of institutional factors under the framework of appropriate technical theory. The results show a one-way causal relationship between technology choices and total factor productivity, technological progress and technical efficiency. At the same time, it is found empirically that China’s technology choice is not promoted by technological progress and technical efficiency, and the corresponding system distortions make such technological choices maintained. In further panel data analysis, we also find that the dependence of technology choice on the system, it is the interaction between the two that hindered the improvement of industrial performance in our country. Therefore, when we implement the strategy of independent innovation, it is imperative to adjust the system that hinders the efficiency of innovation. Creating a more open investment body, a more open flow of human capital and a more effective policy support environment will greatly enhance the technological level of our industries.
