1650年3月,新疆维吾尔自治区党校创建的同时,党校图书馆亦即成立。在党校发展的各个阶段,图书资料工作始终紧密配合党校教育工作,为培养各族干部做出了应有的努力。1950年(分局干校阶段)。当时的图书馆只有一间大房子,内设五六个书架,共有图书两千多册,民汉图书共藏一室。1951年,开始大量购进《毛泽东选集》和有关哲学社会科学及其它书籍,也采购了大量的由苏联出版的维文马列经典
