“掌舵”而非“划桨”、全球化趋势的加强与国内现代化建设和改革开放进程中所面临的重大问题,吁求领导战略思维能力的具备和提升。以人为本、和谐有序、创新变革、持续前瞻、宽广眼界是领导战略思维的原则。提升领导战略思维能力,需从主观上加强理论与知识的学习,提升自身的理论涵养与综合素质,并积极投入实践,勇于创新,客观上做到改进对领导的政绩考核方式,建立科学的考核评价体系,以及实现战略决策民主化、科学化和程序化。
