一今年五一前夕,国家统计局发布了一九八三年国民经济和社会发展计划执行结果的公报。在这一年中,我们的农业、工业、商业、能源、交通等各方面,都取得了很显著的成绩,许多主要产品的产量已达到六五计划的指标。控制基建投资规模已取得成效,重点建设项目进度加快,这是十分喜人的景象。但公报同时也着重指出,基本建设建成投产的项目超概算现象相当普遍,工程造价继续升高,这是不能令人满意的。
On the eve of May 1 this year, the National Bureau of Statistics released the communiqué on the implementation of the plan for national economic and social development in 1983. During the year, remarkable successes were achieved in all aspects of our agriculture, industry, commerce, energy, transportation and many other major products. The output of many major products has reached the target of the 5 June plan. It is a gratifying sight to control the scale of investment in infrastructure projects and to speed up the progress of key construction projects. However, the communique also pointed out at the same time that it is quite unsatisfactory that the over-estimation of projects completed and put into operation for capital construction is fairly common and construction costs continue to rise.
