我国的国有企业股份制改造虽然取得了一些成绩,但行政干预过多、治理结构欠缺和内部人控制等问题依然存在。我国目前有一部分景区属于国有企业经营管理的情况,其所有权属于国家,但经营权属于当地某一国有企业,管理机构为国企下属公司。在发展过程中虽从国企坚实的经济支持和优惠的政策中获益,但其面临着与国企相同的组织机构冗杂、效率低下等问题。同时,过度依赖于上级国企的支持也为景区发展带来风险影响其可持续的发展。因此,本文将具有代表性的各国股份制企业的制度进行分析并代入国企经营管理下的旅游景区的发展中进行探讨,主要目的在于从企业管理的理论与实践角度对旅游景区的自主经营和长远发展进行探索研究,为目前面临发展压力的该类景区提供可行的发展路线。
Although some achievements have been made in the reform of the shareholding system of state-owned enterprises in our country, the problems of excessive administrative intervention, lack of governance structure and control of insiders still exist. At present, some scenic spots in our country belong to the state-owned enterprises’ management and operation. Their ownership belongs to the state, but the management right belongs to a certain state-owned enterprise in the local area and the management institution is a subsidiary of a state-owned enterprise. Although it has benefited from the solid economic support and preferential policies of state-owned enterprises in the course of its development, it faces the problems of complicated and inefficient organizational structures with state-owned enterprises. At the same time, over-reliance on the support of higher state-owned enterprises also poses a risk to the development of scenic spots and affects their sustainable development. Therefore, this paper analyzes the representative system of joint-stock enterprises in various countries and discusses them in the development of tourist attractions under the management of state-owned enterprises. The main purpose of this article is to analyze the self-management and long-term development of tourist attractions from the perspective of business management theory and practice Conduct exploration and research, and provide feasible development routes for such scenic spots that are under pressure of development at present.
