改革开放以来,我国社会结构转型和经济体制转轨带来了城市社会空间结构的转型。很多大城市出现了城市贫困人口聚居在城市特定区位的现象,上海概不例外。对杨浦区城镇低保家庭聚居区的调研发现,城镇低保家庭聚居区的形成是产业结构调整和国有企业改革,廉租房保障制度缺位,“重效率、轻公平”的城市规划价值取向,城市历史空间的延续等多因素共同作用的结果。当下需要从住房保障和城市规划两方面采取行动,促进低保群体与中、高收入群体的社会融合。
