经过一年多实践、摸索,预算外资金管理仍存在如下一些问题: 1、认识上的偏差,仍把预算外资金视同部门和单位的自有资金。 2、收费不规范:①收费范围、标准、项目本身不合法;②超范围、超标准收费。 3、随意使用,有的开支既不合理也不合法。
After more than a year of practice, exploration and management of extra-budgetary funds, there are still some problems as follows: 1. The deviations in understanding still regard extra-budgetary funds as the self-owned funds of departments and units. 2, the charges are not standardized: ① charging range, standards, the project itself is not legal; ② over-range, exceeding the standard fee. 3, free to use, some expenses are neither reasonable nor legal.
