我国过去20多年的经济发展之所以有比较充分的资金供应,不仅是因为本国的高储蓄率和大规模引进外资,而且对资本流动进行了较严格的管制。坚持对资本流动的管制,是中国的制度优势。保持适度的投资率是经济增长的必要条件,较大的投资规模加上投资的较高效率,是推动我国过去20年经济高速增长的重要力量,也是今后我国经济快速增长的重要保障。世界上没有任何国家走向富强道路不依靠第一产业和第二产业,尤其是第二产业,即制造业。
The reason why China’s economic development over the past 20 years has a sufficient capital supply is not only because of its high savings rate and the large-scale introduction of foreign capital but also more stringent control over capital flows. Adhering to the control of capital flows is the institutional superiority of China. Maintaining a modest investment rate is a necessary condition for economic growth. The large investment scale coupled with the higher efficiency of investment is an important force for promoting the rapid economic growth of our country in the past 20 years and an important guarantee for the rapid economic growth of our country in the future. No country in the world is going to a prosperous road to primary industry and secondary industry, especially the secondary industry, that is, manufacturing.
