一、引言 在现代的管理中,尤其是在进行项目评审和系统分析的活动过程中,专家咨询和调查方法已成为管理决策中极其重要的方法。近几年来,随着Delphi法和层次分析法在全国的推广,如何选择专家组的问题,已成为项目评审成败的关键。 项目评审归根结底就是要综合各方面意见,形成对它的总体综合评价。近年来有关项目评审方面的研究多是要解决数据处理、如何定量化、或是讨论如何综合评审问题,而对于专家本身的选择的研究却很少涉及。
I. INTRODUCTION In modern management, especially in the process of project review and systematic analysis, expert consultation and investigation methods have become an extremely important method in management decision-making. In recent years, with the popularization of Delphi method and AHP in China, how to choose the expert group has become the key to the success or failure of the project evaluation. Project review in the final analysis is to integrate all aspects of opinion, the formation of its overall comprehensive evaluation. In recent years, the research on project appraisal mainly solves the problem of how to deal with data, how to quantify it, or how to evaluate the problem synthetically. However, the research on the choice of the expert is seldom involved.
