This article discusses a special class of locally stationary stochastic processes - periodic locally stationary stochastic processes. A method of local stationary test is introduced. It is appropriate to describe this type of signal with double spectra. The practical measurement of this type of signal doublet is discussed. Finally, an example is given to measure the double spectrum of radiation noise of a commercial vessel on a fishing vessel. From its dual spectra, many physical characteristics of the ship such as propeller speed, blade frequency, number of blades and so on are reflected. Provide a powerful tool for target recognition of ships.
