对于完善我国社会保障制度的认识与对策

我国从20世纪80年代开始进行社会保障制度的改革。90年代中后期以来,随着国有企业改革的深化,中国社会保障制度的改革与建设步伐明显加快,目前初步建立起新型社会保障制度尤其是社会保险制度的整体框架。各种社会保障制度改革的最大进展是由以往各个单位内部保障转为全社会统筹,保障对象也由过去只面向公有制经济部门职工改革转为面向城镇各种经济类型的从业人员。近几年,我国社会保障制度改革在总体上的成就有目共睹,已初步形成了具有中国特色的社会保障制度,不仅使几千万贫困人群受益,更重要的是起到经济体制改革过程中的稳定社会秩序的作用。但是不可否认,我国社会保障制度的改革同世界上大多数国家一样,受制于经济发展和工业化进程的影响,仍处于不成熟的发展阶段。目前,我国的社会保障制度改革既面临全面开放后经济全球化的新挑战,也面临人口、就业和经济转型等的冲击。 Since the 1980s, our country has carried out the reform of the social security system. Since the middle and late 1990s, with the deepening of the reform of state-owned enterprises, the pace of reform and construction of China’s social security system has accelerated noticeably. At present, the overall framework of the new social security system, especially the social insurance system, has been initially established. The greatest progress in the reform of various social security systems has shifted from the internal guarantees of various units in the past to the overall social co-ordination. The protection targets have also been transformed from the reform of the staff and workers in the public-owned economic sector in the past to various types of urban-oriented employees. In recent years, the achievements made in the reform of China’s social security system are obvious to all. The social security system with Chinese characteristics has been initially formed. This not only benefits tens of millions of poor people, but more importantly stabilizes the economic reform process The role of social order. However, it is undeniable that the reform of China’s social security system, like most other countries in the world, is still at an immature stage of development subject to the influence of economic development and industrialization. At present, the reform of our country’s social security system faces not only the new challenges of economic globalization after the opening up to the outside world but also the impact of population, employment and economic restructuring.
