According to a Reuters report: A Taiwanese newspaper reported on November 29, 1994 that Taiwan is considering purchasing “Northwest Wind” missiles from France. Taiwan's China Times reported that Taiwan's “Department of Defense” expressed its desire to purchase such missiles at a meeting held with the Industrial Development Bureau of the Ministry of Economic Affairs. The newspaper did not provide any further details, so it is unclear whether Taiwan's “Department of Defense” has made any contact with the French Ministry of Defense over the alleged missile purchase. After France announced in early 1993 that it would sell 60 Phantom 2000-5 fighters to Taiwan, China ordered the closure of the French consulate in Guangzhou and the cancellation of several important contracts by French companies. According to the French “Echo” reported on December 2, 1994: China reiterated its opposition to France's arms sales to Taiwan. According to the disclosure in the press in Taiwan, France intends to sell surface-to-air missiles to Taiwan. China's response was made only two days after the news was disclosed. The Taiwanese newspaper China Times pointed out that the Taipei government plans to buy some “Northwest Wind” surface-to-air missiles manufactured by the French company Matera. The next day, a senior head of the Taiwan military denied the news in part at United Daily News. He pointed out that Taiwan does not intend to purchase these missiles “during the financial year.” In Paris, Matera declined to comment.
