中共中央、国务院《关于进一步加强 人才工作的决定》的出台,标志着我国人 才工作的春天已经来临,势必给各项事 业带来光辉灿烂的前景。人才问题是关 系党和国家事业发展的关键问题。当今 世界,多极化趋势曲折发展,经济全球化 不断深入,科技进步日新月异,人才资源 已成为最重要的战略资源,人才在综合 国力竞争中越来越具有决定性意义。因 此,必须把人才工作纳入国家经济和社 会发展的总体规划,大力开发人才资源, 走人才强国之路。人才资源开发与管理 包括对人才的预测。规范、教育、培训、考 核、评价、交流、选用、配置调控等几个环 节,人才测评是其中的重要组成部分。随 着政府职能部门的转变和干部人事制度 改革的深化,随着企事业单位体制改革 的进展,将有越来越多的单位通过市场 寻找合适的人才,各类人才必将根据社 会需求和个体价值取向确定发展方向, 进行合理流动,面对选择与被选择、录用 和被录用,人才测评在人才资源的开发 和利用中的作用将日趋明显,并且也有 待于发展和完善。
