从现在起到“十二五”时期末,要着力消除制约发展方式转变的深层体制性因素,努力构建支撑科学发展的体制机制。要在完善社会保障体系、提升产业中高端竞争力、加快城乡一体化进程和节能减排、积极应对气候变化等方面实施四大战略,力争取得重大进展。同时,要着力在资源和要素价格改革、社会性规制、基本保障和公共服务、国有企业和垄断领域改革、促进技术创新和引导合理消费等方面,深化改革,完善政策。 From now until the end of the “Twelfth Five-year Plan” period, efforts should be made to eliminate the in-depth institutional factors that constrain the transformation of the mode of development and strive to establish institutional mechanisms that support the scientific development. We must strive to make major progress in implementing the four major strategies in improving the social security system, enhancing the high-end competitiveness in the industry, accelerating the urban-rural integration process, saving energy and reducing emissions, and actively responding to climate change. At the same time, efforts should be made to deepen reforms and improve policies in the areas of resource and factor price reform, social regulation, basic guarantees and public services, reform in state-owned enterprises and monopolies, promotion of technological innovation and promotion of rational consumption.
