In 2007, the State Council issued and promulgated “Several Opinions on Solving the Housing Difficulties of Urban Low-income Families,” and the housing issue has received the unprecedented attention of the Central Government. How to implement Circular No. 24 of the State Council, improve China’s urban housing security system to meet the housing needs of low-income residents has become an urgent need for government at all levels to solve the problem.
