中华全国铁路协会是近代中国铁路行业中持续时间最长、影响力最大的社会团体。北洋时期其组织运作趋于制度化,政治功能日益淡化,行业类互益性团体功能得到持续发挥和巩固。其运行目标在于构建以铁路界为主体的会员网络,显示铁路界的社会影响力,治理机构则具有明显的权威型模式,但是它并不具备行业管理的功能。由于铁路行业与列强关系的紧密性,铁路协会在涉及铁路对外关系的事件中表现较为活跃。
The All-China Railway Association is the longest-lasting and influential social group in the railway industry in modern China. During the Northern Period, the operation of its organizations tended to be institutionalized, their political functions were increasingly diminished, and the functions of industry-based mutual-beneficial groups were continuously played and consolidated. The goal of the operation is to build a membership network with the railway community as its main body, to show the social influence of the railway community, while the governing body has an obvious model of authority. However, it does not have the function of industry management. Due to the close relationship between the railway industry and the powers, the railway associations have been quite active in incidents involving the foreign relations of the railway.
