为了使社会科学能够更好地承担起创新的任务,多出新成果,社会科学的管理体制需有重大改革,先行创新,探索出更科学的社会科学科研管理体制。社会科学研究具有与自然科学不同的特点,尤其是许多基础理论项目完全可以是个人行为,只要甘于坐冷板凳,靠经常性经费支持就可出成果。社会科学研究不能完全排斥课题制这种形式,但主要的形式应该不是课题制。我们认为,社会科学管理体制改革的方向,应该转移到重成果管理,主要以奖励为主,辅以贷款项目、委托项目、招标项目的路子上来。
In order to enable the social sciences to better assume the task of innovation and make new achievements, the social sciences management system needs major reforms, first innovation and exploration of a more scientific social sciences scientific research management system. Social science research has characteristics that are different from those of natural sciences. In particular, many basic theoretical projects can be entirely personal. As long as they are willing to sit on a cold bench and rely on regular financial support, they can produce results. Social science research can not completely exclude the form of the subject system, but the main form should not be the subject system. In our opinion, the direction of the social sciences management system reform should be shifted to the management of the results, mainly based on rewards, supplemented by loans, commissioned projects and bidding projects.
