政策目标的实现,有赖于各类专业人才。掌握专业知识、拥有娴熟技能、具备工作能力及坚持正确价值取向的政府合同管理人才、项目专家及社会工作人才,是决定政府购买服务政策实施效果的关键性因素。由于我国政府购买服务尚处于起步阶段,各类人才存量明显不足,具体表现为政府公务人员普遍缺乏合同管理能力,地方政府相关智库专家相对匮乏,社会工作人才供应总体短缺。这将使政策实施遭致严重阻滞,影响政府治理能力的提高。因此,政府需要人才遴选,补充专业人才;人才培养,提升人才素质;人才引进,增加人才储备,以满足新形势的需要。
The realization of policy goals depends on all kinds of professionals. Government contract management personnel, project specialists and social workers who possess professional knowledge, skilled personnel, working ability and adhering to the correct value orientation are the key factors in determining the effect of government procurement service policies. Because China’s government purchases the service is still in its infancy, the stock of all kinds of talents is obviously insufficient. The concrete manifestation is that the government public servants generally lack the contract management ability, the relevant experts in the local government are relatively scarce, and the overall supply of social workers is in short supply. This will seriously hinder the implementation of the policy and affect the improvement of government governance. Therefore, the government needs talent selection and recruitment of professionals; personnel training and improvement of the quality of qualified personnel; introduction of talents and increase of talent pool to meet the needs of the new situation.
