人才问题是经济发展的重要制约因素,“有才必生财,无才财不来”已为各级领导所共识。时下,“招贤纳士”的求才之风已吹遍大江南北。但是,一大批退居二、三线的科技人员,大量的“余热”却未能得到充分的释放,形成这种现象的一个重要原因是缺少能让他们继续大显身手的良好的外部环境。如何为他们提供这个良好的外部环境?这既是各级领导当前所必须重视的问题,也是离退休科技人员充分发挥作用的必要条件。
Talent issue is an important constraint on economic development, “talented people must make money, no money does not come” has been consensus for leaders at all levels. Nowadays, “Recruitment ” talent wind has blown all over the river. However, a large number of science and technology workers who have withdrawn from the second and third lines have not yet been able to release a large amount of “waste heat”. An important reason for this phenomenon is the lack of a good external environment in which they can continue to work. How to provide them with this good external environment? This is not only the issue that leaders at all levels must pay attention to at present, but also the necessary conditions for retired scientists and technicians to fully play their role.
