海口火电股份有限公司是1994年6月对原海口电厂改组创立的股份制企业,是海南省最大的火力发电企业,现有装机容量600MW,承担着海南电网70%左右的发电任务。近年来,海口火电认真贯彻国有企业“三改一加强”的方针,通过改革转制和强化内部管理,使企业走出困境,扭亏为盈。1997年减亏5000万元,1998年创利1.21亿元,1999年创利1.66亿元,从海南工业企业的亏损大户转变成盈利大户,并于1999年荣获海南工业企业盈利第一名。海口火电总经理吴清平同志总结了他们改革的成功经验,撰写了下文。这篇文章虽然很短,却份量很重,很值得一读。本刊现予刊发,希望能对正在进行的国企改革提供些新鲜经验。
Haikou Thermal Power Co., Ltd. is a joint-stock enterprise established by the original Haikou Power Plant in June 1994. It is the largest thermal power generation enterprise in Hainan Province. The existing installed capacity is 600MW, which accounts for about 70% of the power generation tasks of Hainan Power Grid. In recent years, Haikou Thermal Power has conscientiously implemented the principle of “three reforms and one strengthening” of state-owned enterprises, transformed the system and strengthened its internal management so that enterprises can get out of their predicament and make a profit. A reduction of 50 million yuan in 1997, a profit of 121 million yuan in 1998 and a profit of 166 million yuan in 1999. It turned from a large loss-making large-scale loss-making business of Hainan industrial enterprises to a large profit-making enterprise and won the first place in profits of Hainan industrial enterprises in 1999. Comrade Wu Qingping, general manager of Haikou Thermal Power, summed up the successful experience of their reform and wrote the following.
