党的十三届四中全会以来的 13年,是我国农村改革 与发展取得巨大成就的13年。以江泽民同志为核心的党中央高度重视农业和农村工作,及时实施了一系列重大决策。 一是始终把农业放在国民经济发展的首位,并随着经济和社会的快速发展,不断丰富和发展农业基础地位理论。二是坚持党的农村基本政策,并按照社会主义市场经济体制的要求深化农村改革。三是坚持把发展农村经济、提高农业生产力水平作为整个农业和农村工作的中心。大力实施科教兴农和农业可持续发展战略,不断提高农业生产力和农民的物质文化生活水平。四是根据上世纪90年代后期农业和农村经济发生的重大变化,及时作出对农业和农村经济结构进行战略性调整的重大决策,并把努力增加农民收入作为基本目标。五是坚持物质文明和精神文明两手抓。实行
