按照国家有关规划与统一部署,经中国科学院党组扩大会议研究,成立中科院科技发展“十五”计划和15年规划领导小组,全面编制中科院科技发展下一个五年和十五年规划。编制“计划”、“规划”坚持的原则是,(1)坚持创新。通过机制、体制创新,实现科研创新。在科研“计划”总体设计上要把产出更多的自主知识产权和科学新思想的培育放在核心地位。尽可能避免低水平重复和不必要的模仿、验证性研究。(2)坚持突出重点,有所为有所不为。根据我院的战略定位,应把计划重点放在对国家经济、社会发展和国家安全长远的战略需求上。要重新分析、认识中科院原有的优势,并通过创新工程创立
